Problems can be fixed by introducing a process. Sometimes they can also be fixed but ingraining the right cultural values in the team. Sometimes, neither of these can - because it was a person specific problem.
Knowing what problem is to be fixed by a process, what problem is to be fixed by a cultural change and what problem is to be fixed by using the right person for the job is an extremely valuable skill. It’s a skill for which there is no clear manual or guideline. Experience helps here.
